A REPORT PREPARED FOR OSDMA / XIMB

An observatory Report

on the site visit to Matikhal Cyclone Rehabilitation Centre
Chatrapur, Ganjam, Odisha

Introduction

As per the schedule three persons from OSDMA, XIMB and ISL went to witness the mock drills on First Aid, Search and Rescue to be conducted at Matikhal Cyclone Rehabilitation Centre near Chatrapur of Ganjam district on 19th June, 2010. A worm welcome was waiting us from the side of District Emergency Officer and co. on the district head quarter at Chatrapur. After 10 minutes of staying there we all moved to the destined village Matikhal of Chatrapur block.

Mock drills & Interaction

The villagers were gathered at the cyclone rehabilitation centre prior to our presence. They occupied the vacant place as soon as we reached. They offered chair to seat and green coconut to quench our thirst. With out any late the secretary of the rehabilitation committee Mr. Ramesh Chandra Sahoo drew the attention of the persons gathered and announced the agenda. The volunteers were given the life jackets on which they looked as if on a real mission. With the spirit to search and rescue the mock drill begun, to support them the first aid team were ready with basic medical facility. Mean time the fall of slight rain drew a perfect picture of the depiction of the emergency situation. The first team applied different techniques to search and recue the victims which were really enthralling. To extend a helping hand there were six personnel from the Orissa Fire Service (OFS).

The action continued for an hour, and then all came back to the centre. Community interaction was on from the side of the delegates. All were very cooperative in giving correct information. It was a gathering of all the villagers. Ms. Sujata Pattnaik from CAP (Centre for Associated Progress) was there to animate the  villagers. The presence of Sarapanch and School Committee President added some support to the success of the programme. At the end all the villagers went back to their respective homes with a Tiffin packet wearing smile on their faces.

The delegates along with the Emergency Officer reached another Cyclone Rehabilitation Centre at Kanamana on the way back to Chatrapur and supervised for a while. The secretary of that centre was absent due to medical emergency. After moving around we reached the Circuit House at Chatrapur. Having delicious lunch we returned to Bhubaneswar.

Conclusion    

It was a unique experience all together to witness the mock drill on first aid and search and rescue the victims of natural calamity conducted by OSDMA. This type of practice is continued every year at this season and helps to keep the villagers alert and active to act against any type of natural calamity.

Strength

Unity was very much observed among the villagers. They were all active volunteers who proved their service skills while enjoying. They are literally one, do not have barrier on caste and religion.

Weakness                                                                                                                                                                                                                                                             
The motor has to get repaired. Ground floor need to be checked up on wiring. People are very simple that unless you give a hint they won’t find out their needs. Any way they have agreed to write down all detail and present later on.
